Description A development agreement is a contract between the City and a developer that sets forth the obligations and rights of both parties relating to an approved development project. Development agreements are typically associated with a development involving the installation of infrastructure (e.g., road) that is intended to be dedicated to the public.

The following are involved in the review of this type of application.

Common Council is the governing body of the City of Manitowoc and is responsible for making decisions on local policies, budgets, and ordinances. The council also reviews certain types of development projects. The council consists of 7 members who are elected to two-year, overlapping terms.

Planning staff provides technical support to the Common Council, Plan Commission, Zoning Board of Appeals, developers, neighbors, and other interested parties to facilitate the development review process.
